2025 Spring U19 Information

High school students, elevate your soccer skills during the off-season by joining our U19 team. It’s a fantastic opportunity to stay active, improve your game, and be part of a dynamic community. U19 Soccer Rules and Regulations


Player Eligibility

  • Players must be under 19 years old and currently enrolled in high school.
  • Players born after August 1, 2010, and in 8th grade are also eligible.


Uniform Requirements

  • Jerseys must be tucked in during games.
  •  Black shorts and socks are to be worn on game days.


Equipment

  •  A size 5 ball is used for all matches.


Match Duration and Schedule

  •  Each match consists of two halves, 35 minutes each, with a 5-minute halftime interval.
  •  Games are scheduled for Friday nights; specific locations will be determined (TBD).
  •  First practices will begin as early as March 24th.


Team Composition

  • Each team fields up to 11 players, including a goalkeeper.
  • Roster size: Minimum 11, maximum 18 players.
  •  Teams can be coed. All-girls teams are labeled “GIRLS”. All-boys or coed teams are labeled “BOYS”.

A minimum of 7 players is required to start a match.


Substitution Rules

  • Number of Substitutions: Unlimited substitutions are allowed during the match.
  •  When Substitutions Are Allowed: Substitutions can be made with the referee’s permission during any stoppage in play, such as throw-ins, goal kicks, after a goal is scored, during an injury stoppage, or at halftime.
  • When Substitutions Are Not Allowed: Substitutions are typically not permitted during corner kicks and free kicks to maintain the flow of the game.
  • Procedure:
  •  Substitute players must wear pinnies to distinguish themselves from active players.
  •  The incoming player must wait at the halfway line.
  • The referee must acknowledge and approve the substitution before it occurs.
  • The outgoing player must leave the field before the new player enters.
  •  Player Participation: Each player must play at least 50% of the total playing time.


Player Equipment

  •  Non-uniform clothing is allowed under uniforms based on weather, but uniforms must still distinguish teams.
  • Referees will assess the safety of non-uniform clothing and may require removal of unsafe items.


Offside Rule

  •  A player is in an offside position if they are in the opponent’s half and nearer to the opponent’s goal line than both the ball and the second-last opponent.
  •  Being in an offside position is penalized only if the player becomes involved in active play.


Fouls and Misconduct

  •  Legal Slide Tackling: Slide tackling is permitted when executed safely and from the side or front, making contact with the ball before the opponent.
  •  Illegal Slide Tackling: Slide tackles from behind are considered dangerous and are prohibited. Such actions may result in a direct free kick for the opposing team and a yellow or red card for the offending player, depending on the severity.


Free Kicks

  •  For all free kicks, opponents must be at least 10 yards from the ball until it is in play.
  •  The ball is in play once it is kicked and clearly moves.


Penalty Kicks

  •  All players except the kicker and goalkeeper must be outside the penalty area and at least 10 yards from the penalty mark until the ball is kicked.


Throw-Ins

  •  Awarded when the ball crosses the touchline, last touched by an opponent.
  •  The thrower must face the field, have part of each foot on the touchline or on the ground outside the touchline, and use both hands to deliver the ball from behind and over the head.


Goal Kicks

  •  Awarded to the defending team when the ball crosses their goal line, last touched by an attacker.
  • Opponents must remain outside the penalty area until the ball is in play.


Corner Kicks

  •  Awarded to the attacking team when the ball crosses the defender’s goal line, last touched by a defender.
  •  Opponents must remain at least 10 yards from the ball until it is in play.


Spectator Conduct

  •  If a spectator is removed from the field for misconduct, the associated player will receive a two-game suspension.


Referees and Assistant Referees

  •  A USSF or SAY Licensed Referee will be assigned to each game.
  • Two USSF or SAY Licensed Assistant Referees (linesmen) will be assigned per game.
  •  If the assigned officials are absent, a parent, coach, or assistant may officiate.
